Make sure you're using the Jabo graphics plugin. If the level select isn't just black with text and actually has any form of graphics, then you're doing fine. It's the default for Project64 1.6, anyways.
Also, this game autosaves after each star, so don't worry about losing your progress.
This game requires use of the D-Pad on the controller, but not the L button.
